Ladies and Gentlemen,

The current global situation faces us with challenges necessitating our readiness and a determined response. The conflict in Ukraine proves that the system of warfare is constantly evolving. We can see how modern technology influences the nature of war-fighting and shapes successful employment of commercial technologies and equipment. Such complexity places new demands on armed forces and the Czech Armed Forces are no exception. To be able to defend our country and Allies, we need to have real capabilities and capacities. Our goal is to attain such capabilities so that we can stand up to multi-domain environment and extensive high-intensity conflicts with technologically advanced opponents.

We understand that rearmament, agile innovation, and the selection and introduction of advanced technology form a significant part of the building of technologically advanced armed forces. Only such armed forces can succeed on the 21st century battlefield. A complete transition to state-of-the-art Western equipment is therefore key. Several projects are underway and the most substantial change in weapon systems in the modern history of the Czech Armed Forces is taking place. The decade of its technological transformation and digitalization has commenced. Since 2003, the Defence Financing Act has provided us with stability in defence appropriation for the first time in the history of the Czech Armed Forces. This is fundamental for the effective planning of further enhancement of our capabilities.

As the Chief of the General Staff of the Czech Armed Forces, I am fully aware of the responsibility I have for the bearing of the Czech Armed Forces. Our decisions will influence national defence posture in the decades to come. That is why we look far ahead, considering the broader context, so that modernization is consistent and effective. Authorized in 2024, the Czech Armed Forces Future Warfare Vision 2040 outlines our prospects regarding how operations will be conducted in the future and the resulting demands for military capabilities beyond 2040.

The defence of the Czech Republic is not only the concern of the military but many other relevant stakeholders. The national defence and security industry is an important pillar of the defence endeavour, it has a long-time tradition and an excellent reputation abroad. Czech businesses still rely on the quality of production, great innovation potential, and their own know-how. A quality environment for development, production, and maintenance, which provides necessary capacities for defence both in peace-time and in crisis, is critical for every military. That is why the participation of domestic industries in modernization projects is important to us. It brings the possibility of involvement in established supply chains, as well as business development and growth opportunities. The Titus armoured vehicle, which we fully introduced into our inventory, stands a great example of that.

My wish for the Czech defence industry is to further develop and remain competitive based on in-house research and development. The defence industries are encouraged to make a full use of international cooperation and seek not to be merely assembly shops but to deliver products with a high added value. There is an untapped potential out there, and I wish you every success!

Dear Readers,

Lately, the Fire Rescue Service of the Czech Republic faces an emergency of a large scale almost every year. Some of those are unprecedented, like the fire in the Bohemian Switzerland National Park, which brought many challenges and pointed out the need for changes, not only in our system of wildfire response, but especially to wildfire prevention. For other types of emergencies, we have already managed to gain the necessary experience in the past. Which was the case of this year’s extensive flooding.

Timely prediction, massive deployment of forces and means and professional coordination of Integrated Rescue System services significantly mitigated the consequences of the flood, especially in terms of loss of life. And of course, the use of modern equipment, which more and more often draws from experience of the security and defence industry, also contributed significantly to the effective rescue and recovery work. In areas heavily affected by the flooding, Fire Rescue Service’s special equipment suitable for evacuation and rescue was deployed. In addition to, for example, earthmoving machines, loaders, the PTS 10 floating transporter, an equipment for the distribution of fuel, drinking water and other emergency equipment, FRS used some completely unique equipment as well. Including, for example, the AM 70 and AM 50 bridge laying vehicles, lent by the manufacturers of this equipment and installed with the first response units in the most affected areas. It very clearly confirmed the necessity to, in the future, include such equipment to our Rescue Unit of FRS CR.

The flooding has also clearly shown that the cooperation between the Integrated Rescue System services, the Armed Forces of Czech Republic and the Czech defence industry is functional. The evidence for that is, for example, the construction of a temporary bridge over the Bělá River in Česká Ves. The cooperation of the FRS, Armed Forces of CR and the defence industry also proved to be necessary in providing some alternative means of communication; owing to the support of the communication troops, it was possible to provide satellite data connectivity to the affected villages at critical moments. New heavy equipment, in particular dump trucks, earthmoving equipment and cranes, was loaned by manufacturers. Some of this equipment was also provided to the Fire Rescue Service of the Czech Republic in the form of a donation.

I am glad that the Catalogue of Security and Defence Technologies is published again this year, because the companies presented in it offer top quality and the highest standards; the same level of standards the Fire Rescue Service of the Czech Republic is committed to provide for our country’s citizens.

Ladies, Gentlemen, Dear Readers,

On the occasion of the publication of the Security and Defence Technologies Catalogue 2025 - 2026, let me extend my greetings to you on behalf of the entire Police of the Czech Republic. I would like to wish us all a safe and secure space for living. Each of us can and must contribute to ma - king us feel at least as safe as we do now in the center of Europe.

On a daily basis, we are convinced of how important and fragile value such as security can be, while looking beyond the borders of the Czech Republic. It would be naive to think that something like borders could protect us from the risks and threats in today’s globalized world.

I can assure you that the Police of the Czech Republic are and will be there in order to primarily ensure internal security, in cooperation with other partners and regardless of the fact that internal and external security are, from my point of view, connected vessels and cannot be perceived separately.

In addition to the necessary steps aimed at the continued stabilization of our security forces in terms of personnel, in the next three years, we are planning significant investments in further technological development and the renewal of equipment and technology, naturally taking into account budgetary possibilities. We intend to continue to implement the systemization of weapons, as well as the systemization of ballistic means. It is essential that we work continuously and systematically on the renewal of the vehicle fleet, as well as on the retrofitting of selected police units with special material.

Our attention does not leave aside the much needed IT area, where it is necessary to complete the modernization of our infrastructure, including data warehouses, but above all to improve the ability of the Police of the Czech Republic to work efficiently and quickly with information, including the analysis of large amounts of data by using all information systems at once. We cannot exclude the development of crime in terms of the shift of criminal activities to the online space and the related abilities of the Police of the Czech Republic to prevent, detect and clarify this type of crime.

As I described above, there are many tasks and related needs ahead of us. We would be grateful if you, our indispensable partners in the field of security, would join us to help fulfil these tasks within your competences and remit. I am confident that, together and with mutual support, we can achieve the goal that I believe we all share.

Finally, let me take this opportunity to express gratitude to all my colleagues again for their daily service to the public, which is being appreciated not only by myself but also by the vast majority of the citizens of our country.
